Project History
At its April 23, 2003 meeting, the Domestic Security Oversight Board authorized the Department of Management Services Communication Information Technology Services (EITS) to manage the statewide project on its behalf. In 2003, the Florida Legislature enacted changes to Section 282.1095, Florida Statutes, to grant such authority to the CITS. With the specifications developed in the spring and summer of 2003, the CITS released Invitation to Negotiation 009 in September 2003. An evaluation team, consisting of sixteen local and Federal radio staff, three state agency and five CITS staff, was formed. Four replies were received and in December 2003, the CITS posted an Intent to Award to Motorola for the network component. Following the resolution of a bid protest, the contract was signed with Motorola on October 1, 2004. The CITS posted an Intent to Award to M/A-COM in December 2004 for the mutual aid component and the contract for that component of the project was signed on April 23, 2005.
